Introduction

Infrastructure projects such as highways, power plants, ports, railways, and water systems are vital to economic growth, social inclusion, and sustainable development. However, due to their complexity, cost, and long-term impact, they require robust monitoring and evaluation (M&E) systems to ensure efficiency, transparency, and value for money. This course provides participants with the analytical tools and practical approaches needed to design, implement, and manage comprehensive M&E frameworks for large-scale infrastructure programs.

Participants will gain an in-depth understanding of how to track project inputs, outputs, and outcomes at every stage of the infrastructure lifecycle from planning and construction to operation and maintenance. Through real-world examples, the course demonstrates how evidence-based M&E strengthens accountability, improves project performance, and supports effective policy and investment decisions.

The training emphasizes the integration of both traditional and digital M&E approaches, including remote sensing, Geographic Information Systems (GIS), and Building Information Modelling (BIM). Participants will learn how to apply data analytics to measure performance indicators, detect deviations, and provide early warnings for corrective actions.

The course also covers economic and financial evaluation techniques such as cost-benefit analysis, value-for-money assessments, and performance audits crucial for ensuring that infrastructure investments yield sustainable returns and contribute to national development goals.

Participants will engage with global best practices, frameworks, and international case studies that illustrate successful M&E systems in public and private infrastructure projects. The training explores challenges such as stakeholder coordination, data management, and evaluation of social and environmental safeguards.

By the end of the course, participants will be equipped with practical methodologies, tools, and strategies to design and implement M&E systems that enhance project quality, strengthen institutional capacity, and promote sustainable infrastructure delivery.
