Course Introduction
Monitoring and Evaluation (M&E) of gender programs is essential for ensuring that initiatives designed to promote gender equality, women’s empowerment, and social inclusion achieve their intended outcomes. Governments, development agencies, civil society organizations, and private sector institutions increasingly require robust evidence to demonstrate the effectiveness, efficiency, relevance, and sustainability of gender-focused interventions. This course equips participants with practical knowledge and tools for designing and implementing gender-responsive monitoring and evaluation systems that generate credible evidence for decision-making and accountability.
Gender programs often address complex social, economic, political, and cultural challenges that require specialized monitoring and evaluation approaches. Traditional M&E frameworks may overlook gender-specific outcomes, power dynamics, and intersectional inequalities affecting women, men, girls, boys, and marginalized groups. This course explores methodologies for integrating gender perspectives throughout the project cycle, ensuring that data collection, analysis, reporting, and learning processes adequately capture transformational changes and unintended consequences.
The course emphasizes results-based management principles and demonstrates how gender-sensitive indicators can be developed and used to measure progress toward gender equality objectives. This course examines emerging tools and approaches, including mobile data collection, GIS applications, real-time monitoring systems, outcome harvesting, most significant change techniques, and gender-responsive data visualization. A strong focus is placed on gender-disaggregated data collection, intersectional analysis, and ethical considerations in evaluation practice. Participants will explore how factors such as age, disability, ethnicity, socioeconomic status, and geographic location influence program outcomes and access to opportunities. The course also addresses challenges related to data quality, bias reduction, stakeholder participation, and safeguarding vulnerable populations during monitoring and evaluation activities.
