Introduction

The Monitoring and Evaluation in Humanitarian and Emergency Response Contexts Training Course equips participants with the knowledge and tools to design, implement, and manage M&E systems tailored for fast-changing humanitarian settings. Humanitarian interventions demand timely, reliable, and actionable data to guide decisions, ensure accountability, and improve response effectiveness. This course bridges traditional M&E practices with adaptive, crisis-responsive approaches suitable for emergencies.

In humanitarian crises whether caused by conflict, natural disasters, or pandemics data collection and evaluation processes face unique challenges. The urgency of response, mobility constraints, and unpredictable conditions make conventional M&E approaches insufficient. This course therefore focuses on agile M&E methodologies that can generate rapid insights, support real-time decision-making, and promote learning amid uncertainty.

Participants will gain a comprehensive understanding of how M&E frameworks are adapted for humanitarian action, from needs assessment to program evaluation. The course emphasizes participatory approaches, ethical data collection, and integration of protection and inclusion principles to ensure that the most vulnerable populations are not left behind.

Emphasis will be placed on designing practical indicators, rapid assessment tools, and mobile-based monitoring systems for humanitarian programming. Participants will explore frameworks such as the Sphere Standards, Core Humanitarian Standards (CHS), and OECD-DAC evaluation criteria adapted for crisis response environments.

The course also highlights coordination and data-sharing among humanitarian actors, donors, and governments to avoid duplication and improve efficiency. Participants will learn how to harmonize M&E processes across multi-agency operations, ensuring transparency and accountability to affected populations.
