Introduction

Monitoring and Evaluation (M&E) in fragile and conflict-affected settings presents unique challenges that demand adaptive, context-sensitive, and resilient approaches. Traditional M&E systems often struggle to function effectively amid instability, insecurity, and weak institutional frameworks. This course equips participants with advanced methodologies, innovative tools, and practical strategies to design and implement effective M&E systems in such complex environments.

Participants will explore how to collect reliable data where access is limited, trust is low, and political dynamics can influence program delivery. The course emphasizes conflict sensitivity, stakeholder engagement, and the integration of peacebuilding principles into M&E frameworks to ensure that interventions promote stability, inclusiveness, and resilience.

Through a blend of theory and practical case studies, the training provides insights into participatory approaches, remote data collection techniques, and adaptive management models. Participants will learn to align M&E systems with humanitarian, development, and peace (HDP) nexus frameworks while ensuring accountability and transparency even in volatile settings.

The course highlights methods for ensuring data quality and ethical standards while managing security risks and safeguarding respondents. Participants will learn to analyze and communicate evidence effectively to inform real-time decision-making, improve program outcomes, and strengthen institutional learning in fragile contexts.

Global and regional case studies illustrate successful M&E practices in post-conflict recovery, displacement, governance reform, and resilience-building programs. The course explores how M&E can serve as a tool for social cohesion, risk mitigation, and long-term peacebuilding.

By the end of the training, participants will be equipped with the knowledge and tools to establish M&E systems that are adaptive, conflict-sensitive, and responsive to rapidly changing realities, enabling evidence-based action and sustainable impact in fragile and conflict-affected settings.
