Introduction

Effective monitoring and evaluation (M&E) are critical for ensuring that Water, Sanitation, and Hygiene (WASH) programs achieve their intended goals of improving public health, enhancing access to clean water, and promoting sustainable hygiene practices. As WASH programs often operate in complex and resource-limited environments, robust M&E systems are essential to measure impact, improve implementation, and guide policy and investment decisions.

This course provides an in-depth exploration of the design and implementation of M&E systems tailored specifically for WASH interventions. Participants will gain advanced knowledge on developing indicators, data collection tools, and analytical frameworks that capture both the quantitative and qualitative aspects of WASH performance.

The training goes beyond traditional evaluation methods to incorporate modern approaches such as participatory monitoring, real-time data analytics, geospatial mapping, and outcome-based evaluations. It equips learners with the capacity to track results across the entire WASH service delivery chain from access and usage to behavior change and sustainability.

Emphasis is placed on linking M&E findings to decision-making processes to enhance the effectiveness, efficiency, and accountability of WASH investments. Participants will explore how evaluation results can inform policy reforms, donor reporting, program design, and adaptive management in humanitarian and development contexts.

The course also highlights emerging issues such as climate resilience, gender equity, and environmental sustainability within WASH programming. Through interactive sessions and case studies, participants will develop practical skills for designing context-sensitive M&E frameworks that integrate cross-sectoral dimensions of health, environment, and infrastructure.

By the end of this training, participants will have the tools and competencies to strengthen M&E systems that support evidence-based planning, performance measurement, and long-term sustainability of WASH programs at local, national, and global levels.
