Introduction

Effective urban governance is fundamental for sustainable cities and equitable service delivery. As cities expand and urban populations grow, governments and development actors must ensure that planning, implementation, and resource utilization are guided by reliable data and sound evaluation frameworks. This course offers participants the tools and methodologies needed to design, implement, and strengthen Monitoring and Evaluation (M&E) systems tailored for urban governance and municipal service delivery programs.

The training explores how M&E frameworks can improve urban planning, enhance accountability, and optimize service delivery in critical sectors such as water, sanitation, housing, transport, and waste management. Participants will gain hands-on experience in applying participatory approaches to data collection, analysis, and performance tracking to foster inclusive urban governance.

In today’s rapidly urbanizing world, cities face challenges like infrastructure deficits, informality, inequality, and environmental degradation. This course integrates innovative evaluation tools such as GIS mapping, smart data analytics, and citizen feedback systems to help participants monitor urban performance and policy outcomes effectively.

The course also emphasizes cross-sectoral collaboration and the use of M&E to inform evidence-based policy formulation and responsive urban governance. Learners will explore how data-driven insights can shape strategic investments, strengthen transparency, and promote sustainable service delivery.

Through case studies, interactive exercises, and real-world examples from international cities, participants will understand how M&E can contribute to resilient and inclusive cities aligned with the Sustainable Development Goals (especially SDG 11 Sustainable Cities and Communities).

Ultimately, this training prepares professionals to design adaptive M&E systems that respond to complex urban challenges, promote participatory governance, and ensure that cities meet the needs of all residents efficiently and sustainably
