Introduction

The Monitoring and Evaluation for Social Protection and Poverty Reduction Training Course equips participants with the technical expertise to design, implement, and manage effective M&E systems for social protection programs and poverty reduction initiatives. In an era where evidence-based policymaking drives inclusive growth and sustainable development, M&E professionals must ensure that programs not only deliver results but also demonstrate measurable impact on vulnerable populations.

This course explores the principles, tools, and frameworks used to assess the efficiency, effectiveness, and equity of social protection programs, including cash transfers, public works, social insurance, and livelihood enhancement schemes. Participants will learn how to establish robust M&E systems that capture both quantitative and qualitative data to inform adaptive program management and accountability.

Through an in-depth examination of global best practices, participants will understand how to design results frameworks aligned with national development plans, Sustainable Development Goals (SDGs), and poverty reduction strategies. The course emphasizes data-driven policy analysis, social inclusion indicators, and methods for assessing targeting efficiency, gender responsiveness, and impact on household welfare.

Participants will gain hands-on experience in selecting appropriate indicators, conducting baseline and endline assessments, and applying mixed-method evaluation designs tailored to social protection contexts. Case studies from Africa, Asia, and Latin America illustrate how governments and development partners measure success and drive continuous program improvement.

Emerging themes such as digital social registries, real-time data systems, and the use of geospatial and big data analytics for poverty mapping will be explored. The course also covers how M&E systems can integrate resilience metrics, climate vulnerability indicators, and shock-responsive mechanisms to enhance program adaptability.

By the end of this course, participants will have the skills to create credible, inclusive, and responsive M&E systems that improve transparency, strengthen accountability, and maximize the impact of social protection and poverty reduction interventions.
