Course Introduction

Humanitarian programs operate in highly complex, rapidly changing, and resource-constrained environments where timely and accurate information is critical for saving lives and reducing suffering. Monitoring and Evaluation (M&E) systems play a central role in ensuring that humanitarian interventions remain effective, accountable, relevant, and responsive to the needs of affected populations. This course provides participants with practical knowledge and tools for designing, implementing, and managing robust M&E systems that support evidence-based decision-making throughout humanitarian response and recovery operations.

Humanitarian organizations are increasingly required to demonstrate results, accountability, transparency, and value for money to donors, governments, and affected communities. Effective monitoring and evaluation frameworks help organizations track progress, assess performance, identify implementation challenges, and measure outcomes under difficult operational conditions.
