Introduction

Effective governance is a cornerstone of sustainable development, accountability, and democratic progress. In an era where transparency, citizen participation, and institutional performance are essential, the ability to monitor and evaluate governance initiatives is critical. The Monitoring and Evaluation (M&E) for Governance Course is designed to equip practitioners, policymakers, and development partners with the knowledge and tools necessary to assess governance programmes, improve institutional responsiveness, and enhance public sector outcomes.

This course introduces participants to key concepts and approaches in monitoring and evaluating governance-related interventions, including rule of law, anti-corruption, public service delivery, political participation, decentralization, and civic engagement. It emphasizes the complexities and challenges of assessing results in governance programmes, which often deal with sensitive political environments and qualitative outcomes such as trust, legitimacy, and institutional reform.

Participants will learn to develop appropriate theories of change, define governance-specific indicators, and use both quantitative and qualitative methods for data collection and analysis. The course also covers adaptive and developmental evaluation methods suited for dynamic governance contexts, and explores tools for citizen feedback, political economy analysis, and real-time monitoring.

By the end of the course, participants will be able to design robust M&E systems that can track governance reforms, inform policy, support learning, and promote transparency. The course is ideal for professionals working in government institutions, civil society, international development agencies, and research organizations involved in governance, accountability, and institutional strengthening efforts.
