Introduction

Disaster Risk Reduction (DRR) and resilience-building are essential for minimizing the social, economic, and environmental impacts of disasters. The Monitoring and Evaluation for Disaster Risk Reduction and Resilience Training Course equips participants with the knowledge and tools to design, implement, and manage M&E frameworks that effectively track DRR and resilience initiatives. It provides a structured understanding of how to assess preparedness, response, recovery, and mitigation outcomes using evidence-based evaluation techniques.

Participants will explore how robust M&E systems can inform adaptive management and enhance accountability in disaster-related programs. The course emphasizes the integration of risk-sensitive indicators, resilience metrics, and real-time data to strengthen decision-making and promote learning across development and humanitarian contexts.

A major focus is placed on aligning M&E systems with international frameworks such as the Sendai Framework for Disaster Risk Reduction, Sustainable Development Goals (SDGs), and the Paris Agreement. Participants will learn how to apply participatory monitoring tools, geospatial technologies, and data analytics to assess disaster vulnerability and resilience performance.

The training combines theoretical insights with practical exercises and case studies from global and regional DRR initiatives. Through these interactive sessions, participants gain the technical capacity to develop results-oriented M&E plans that reflect both community-level realities and national policy priorities.

Emerging approaches such as the use of AI, drones, and GIS in post-disaster assessments are explored to illustrate how technology can transform the efficiency and accuracy of DRR M&E systems. The course also highlights how to integrate resilience thinking into long-term development and climate adaptation programs.

By the end of this course, participants will be able to design, manage, and evaluate M&E systems that not only measure disaster response effectiveness but also promote proactive resilience-building and sustainable risk reduction.
