Introduction

The Monitoring and Evaluation for Development Projects and Programmes Course is designed to equip practitioners with the essential knowledge and practical skills to design, implement, and manage M&E systems that generate actionable insights and improve project outcomes. Monitoring and Evaluation (M&E) has become a fundamental pillar for ensuring accountability, effectiveness, and continuous learning in development interventions.

This course offers a structured approach to understanding the principles, tools, and practices of M&E within the context of development work. Participants will explore key concepts such as results-based management, logical frameworks, theory of change, and performance indicators. Emphasis is placed on aligning M&E systems with project goals, stakeholder expectations, and reporting requirements from donors and governments.

Through hands-on exercises, real-world case studies, and interactive sessions, participants will learn to collect and analyze both qualitative and quantitative data, design robust M&E plans, and use evidence for strategic decision-making. Special focus is given to participatory M&E, gender-sensitive monitoring, and integrating cross-cutting themes such as sustainability and inclusivity.

By the end of the course, participants will be able to contribute effectively to the design and execution of development projects with strong M&E components. This course is ideal for M&E officers, project managers, development consultants, donor representatives, NGO staff, and anyone involved in tracking and evaluating the performance and impact of development programmes.

By the end of this course the learners should be able to:

·       To strengthen participants’ skills in designing and implementing results-based M&E frameworks using tools such as the Logical Framework Approach and Theory of Change.

·       To equip learners with the ability to develop and use performance indicators for tracking inputs, outputs, outcomes, and impact.

·       To build participants’ capacity to plan and execute data collection using qualitative and quantitative methods for effective monitoring and evaluation.

·       To enhance participants’ ability to analyze and interpret M&E data for informed decision-making and project improvement.

·       To enable participants to develop comprehensive M&E plans that align with donor requirements, national development goals, and organizational learning needs.

·       To promote the use of M&E findings for adaptive management, accountability, and knowledge sharing in development programmes.

·       To foster the integration of cross-cutting issues such as gender, inclusion, and sustainability into M&E systems and practices.
