Introduction

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Course is designed to equip professionals with a comprehensive skill set to design, implement, and manage MEAL systems that not only track project progress but also ensure community engagement, transparency, and adaptive learning.

This course introduces participants to the core components of MEAL Monitoring and Evaluation (M&E), downward and upward Accountability, and Learning. Participants will explore practical frameworks and tools used in program design, performance measurement, participatory feedback mechanisms, and knowledge management. Emphasis is placed on integrating MEAL into the full project cycle to improve program effectiveness, support strategic decision-making, and enhance the impact of development and humanitarian interventions.

Through a mix of theory, real-world case studies, group work, and hands-on exercises, learners will build competencies in indicator development, data collection and analysis (both qualitative and quantitative), participatory M&E, and the use of digital tools and dashboards. The course also focuses on ethical considerations, inclusivity, and responsive mechanisms that support transparency and meaningful engagement with affected populations.

By the end of the course, participants will be able to establish or strengthen MEAL systems that foster evidence-based planning, foster learning, ensure accountability to donors and communities, and ultimately contribute to more effective, inclusive, and sustainable programming. This training is essential for professionals working in NGOs, international organizations, governments, and donor agencies involved in development or humanitarian work.

By the end of this course the learners should be able to:

·       Equip participants with a solid understanding of the core principles, components, and practices of MEAL in development and humanitarian contexts.

·       Build the capacity to design and implement integrated MEAL systems that support effective project planning, performance measurement, and adaptive management.

·       Enhance participants’ skills in developing results frameworks, logical frameworks, theories of change, and MEAL plans aligned with organizational and donor requirements.

·       Strengthen participants' ability to collect, analyze, and interpret qualitative and quantitative data for monitoring and evaluation purposes using appropriate tools and technologies.

·       Provide practical knowledge on designing and managing feedback and accountability mechanisms that promote transparency, inclusivity, and responsiveness to stakeholders.

·       Foster a learning culture by teaching how to document, share, and apply lessons learned and best practices for continuous improvement.

·       Introduce digital MEAL tools and data visualization techniques to improve real-time decision-making, reporting, and stakeholder engagement.

·       Ensure participants understand how to embed ethical considerations, gender sensitivity, and social inclusion into MEAL systems and processes.
