Course Introduction

Taxation of mining, oil, gas, and natural resources is a highly specialized area of fiscal policy that plays a critical role in resource-rich economies. Governments rely heavily on revenues from extractive industries to fund development, infrastructure, and public services. This course provides a comprehensive understanding of how natural resource taxation systems are designed, implemented, and optimized for sustainable economic benefit.

The program explores the structure of fiscal regimes in the extractive sector, including royalties, production sharing agreements, corporate income tax, windfall taxes, and resource rent taxation. Participants will gain insight into how different countries design fiscal frameworks to balance investor attractiveness with fair public revenue collection from non-renewable resources.

A key focus of the course is contract and fiscal modeling in mining, oil, and gas sectors. Participants will learn how production sharing contracts (PSCs), concession agreements, and joint venture structures influence tax obligations and revenue flows. The course also examines how governments evaluate and negotiate extractive contracts to maximize long-term national benefits.

The course further addresses transfer pricing risks, profit shifting, and tax avoidance strategies commonly used in multinational extractive companies. Participants will understand how tax authorities monitor production volumes, cost recovery mechanisms, and export pricing to ensure accurate revenue reporting and prevent leakage of public funds.

Environmental and sustainability taxation is also a critical component of the program. The course examines carbon taxes, environmental levies, and resource depletion charges as tools for promoting responsible extraction and ensuring that environmental costs are reflected in fiscal policy frameworks.

By the end of the course, participants will have advanced technical knowledge of natural resource taxation systems, enabling them to design, analyze, and manage fiscal regimes in mining, oil, and gas sectors. The program equips professionals to strengthen revenue collection, improve transparency, and support sustainable resource governance.
