Course Introduction

The Medium-Term Budgeting and Fiscal Strategy Training Course provides a comprehensive framework for understanding and applying medium-term approaches to public budgeting, fiscal planning, expenditure management, and resource allocation. It equips participants with practical tools for connecting annual budgets with broader fiscal objectives, national development priorities, institutional strategies, and sustainable public financial management.

Medium-term budgeting enables governments and public institutions to move beyond short-term annual expenditure decisions and establish a more predictable and strategic approach to managing public resources. Participants will examine medium-term budget frameworks, fiscal projections, expenditure ceilings, revenue assumptions, policy costing, resource prioritization, and multi-year planning processes that strengthen the credibility and effectiveness of government financial decisions.

The course explores the relationship between fiscal strategy and medium-term budgeting, emphasizing how governments can maintain fiscal discipline while financing economic growth, public investment, social programs, infrastructure, and essential public services. Participants will develop an understanding of fiscal space, deficits, debt sustainability, revenue performance, expenditure pressures, and macroeconomic conditions that influence medium-term financial planning.

Particular attention is given to translating policy priorities into realistic budget allocations. Participants will learn how to assess the affordability and sustainability of new policies, develop reliable expenditure projections, prioritize competing demands, and coordinate resources across sectors and institutions. The program also addresses the importance of performance information, monitoring, evaluation, and results frameworks in ensuring that medium-term allocations generate measurable economic and social benefits.

The training considers emerging challenges that can affect medium-term fiscal strategies, including economic volatility, inflation, public debt pressures, climate change, demographic shifts, geopolitical uncertainty, digital transformation, contingent liabilities, and changing development financing conditions. Participants will explore scenario analysis, fiscal risk assessment, stress testing, and resilience planning to improve the adaptability of medium-term fiscal frameworks.

By the end of the course, participants will be able to contribute effectively to medium-term budget preparation, fiscal strategy development, expenditure planning, resource allocation, and fiscal risk management. The program provides a practical foundation for strengthening budget credibility, improving fiscal sustainability, enhancing expenditure efficiency, and ensuring that medium-term financial decisions remain aligned with strategic development and organizational priorities.
