Introduction

Youth empowerment and employment creation are central to achieving inclusive economic growth and sustainable development. Around the world, governments, NGOs, and development partners are implementing large-scale programs to enhance young people’s skills, entrepreneurship, and access to decent work. However, the success of these initiatives depends heavily on effective Monitoring and Evaluation (M&E) systems that can measure outcomes, demonstrate impact, and guide evidence-based decision-making. This course equips participants with the practical knowledge and tools required to design, manage, and evaluate M&E frameworks tailored to youth empowerment and employment programs.

Participants will gain a deep understanding of how to measure both quantitative and qualitative aspects of youth development ranging from skill acquisition and behavioral change to livelihood sustainability and job creation. The course explores the full cycle of M&E, from setting up logical frameworks and indicators to applying participatory evaluation and impact assessment methods.

Through interactive sessions, real-life case studies, and hands-on exercises, participants will learn to collect, analyze, and report youth-related data effectively. The training emphasizes participatory and inclusive approaches that reflect the diverse needs and experiences of young men and women, including marginalized and vulnerable groups.

A core part of the course focuses on integrating innovation and technology into M&E systems. Participants will explore digital tools, mobile data collection platforms, and data visualization techniques that improve monitoring accuracy and promote real-time reporting of program progress and results.

Emerging themes such as measuring entrepreneurial ecosystems, green jobs, digital skills development, and post-pandemic youth resilience will also be covered. Participants will gain insights into assessing systemic and policy-level impacts of youth employment interventions across sectors.

By the end of the training, participants will have the capacity to design and apply youth-responsive M&E systems that foster learning, accountability, and sustainable employment outcomes, thereby contributing meaningfully to national and global youth development goals.
