Introduction
Monitoring and Evaluation (M&E) for Peacebuilding, Security, and Post-Conflict Reconstruction is an essential competency for professionals working in fragile and conflict-affected contexts. This course provides participants with the tools, frameworks, and methodologies to design and implement effective M&E systems that promote accountability, learning, and evidence-based decision-making in peacebuilding and security programs. Participants will gain a deep understanding of how to assess interventions that aim to rebuild institutions, restore stability, and foster reconciliation.
The course explores the complexity of M&E in conflict and post-conflict environments, where shifting political dynamics, fragile governance structures, and social tensions can challenge traditional evaluation approaches. Participants will learn how to apply conflict-sensitive and adaptive M&E frameworks that respond to fluid contexts and evolving peace processes.
Key emphasis is placed on integrating M&E with conflict analysis, risk assessment, and stakeholder engagement to ensure that peacebuilding efforts are both effective and sustainable. The course also addresses the measurement of intangible outcomes such as trust, social cohesion, justice, and reconciliation core dimensions of peace that require nuanced evaluation tools and participatory approaches.
Through interactive sessions and real-world case studies, participants will explore how to link M&E systems to national and international peace frameworks, including the UN’s Sustaining Peace Agenda and the Sustainable Development Goals (SDG 16). They will learn to design indicators that capture progress toward inclusive governance, security reform, and social recovery.
Emerging trends such as the use of data analytics, geospatial monitoring, and artificial intelligence in tracking peace and security indicators will also be explored. These innovations enable practitioners to visualize peace dynamics and strengthen evidence for decision-making in fragile contexts.
