Introduction

Migration and forced displacement present development challenges that require robust systems for monitoring, evaluation, and learning (MEL). The M&E for Migration, Refugee Management, and Social Cohesion Programs Training Course is designed to equip participants with the technical and analytical skills needed to design, implement, and evaluate interventions that address migration dynamics, humanitarian response, and social inclusion. This course integrates evidence-based M&E approaches with practical tools for measuring outcomes in migration and refugee contexts.

As global mobility continues to evolve due to conflict, climate change, and economic disparities, development organizations and governments face growing demands for accountability and impact measurement. This training offers participants a framework for developing context-sensitive MEL systems tailored to displacement, reintegration, and social cohesion programs. Through participatory methodologies, learners will gain the capacity to track resilience, protection, and well-being outcomes in complex and volatile environments.

The course emphasizes how M&E contributes to effective migration governance, improved coordination among stakeholders, and enhanced program responsiveness. Participants will explore innovative approaches to data collection in mobile and transient populations, ensuring that monitoring systems capture real-time insights for policy and operational decisions.

A strong focus is placed on humanitarian-development-peace (HDP) nexus programming integrating monitoring and evaluation tools that bridge humanitarian aid and long-term development planning. Participants will learn to apply mixed-method approaches, develop outcome indicators for social cohesion, and assess progress toward sustainable reintegration and community stability.

Emerging topics such as digital data collection for refugees, use of GIS mapping in displacement tracking, and evaluation of community-based peacebuilding initiatives are included. The course also addresses ethical and safeguarding considerations in data collection, ensuring protection and inclusion principles are upheld throughout the M&E cycle.

By the end of the course, participants will be able to design MEL systems that promote learning, accountability, and adaptive management in migration and refugee programs — strengthening institutions’ ability to respond effectively to the needs of displaced populations and host communities alike.
