Introduction

Gender-Based Violence (GBV) is one of the most pressing global human rights and development challenges, affecting millions of people across communities, particularly women and girls. Effective Monitoring and Evaluation (M&E) is essential to understanding the scope of GBV, measuring the impact of interventions, and ensuring that prevention and response programs achieve sustainable outcomes. This training equips participants with advanced knowledge, frameworks, and tools to design, implement, and manage M&E systems for GBV and social empowerment initiatives.

Participants will gain practical skills in developing indicators, conducting baseline assessments, and using participatory and gender-sensitive evaluation approaches. The course integrates both quantitative and qualitative tools for tracking change at individual, community, and institutional levels while ensuring sensitivity to the survivors’ contexts and ethical standards in data collection.

This course emphasizes the integration of gender-responsive M&E frameworks that reflect empowerment, protection, and inclusion principles. Participants will learn how to measure behavioral, social, and institutional change, as well as how to use M&E evidence to strengthen advocacy, policy formulation, and programming against GBV.

The training also explores emerging issues such as the use of digital data collection in sensitive contexts, ethical management of survivor data, and leveraging real-time analytics to inform GBV response and prevention strategies. Case studies from international organizations and national programs will provide participants with hands-on examples of how M&E frameworks drive impactful GBV and social empowerment interventions.

In addition, participants will learn to incorporate intersectionality and inclusivity in M&E design, addressing how gender, age, disability, socioeconomic status, and culture intersect to influence GBV experiences and outcomes.

Ultimately, this course empowers professionals to create evidence-based interventions that enhance accountability, foster empowerment, and drive measurable progress toward gender equality and the eradication of GBV.
