Course Introduction

Climate change is generating impacts that cannot always be avoided through adaptation alone, including irreversible ecosystem losses, displacement, livelihood disruption, cultural loss, infrastructure damage, and economic impacts from extreme and slow-onset events. The Loss and Damage Project Planning and Management Course provides professionals with practical knowledge and project management capabilities for identifying, designing, financing, implementing, and monitoring initiatives that address climate-related loss and damage.

The course examines how loss and damage considerations can be translated into structured projects, programs, and investment portfolios. Participants will learn how to assess climate-related impacts, document economic and non-economic losses, identify affected populations and systems, prioritize interventions, develop project concepts, establish implementation arrangements, and integrate risk-informed approaches into planning and investment decisions.

Participants will explore loss and damage associated with floods, droughts, cyclones, storms, sea-level rise, coastal erosion, heat stress, desertification, biodiversity loss, ecosystem degradation, and other climate-related hazards. The program considers both sudden-onset and slow-onset processes, with particular attention to approaches for reducing residual risks, responding to unavoidable impacts, strengthening recovery, supporting livelihoods, protecting ecosystems, and improving resilience after climate-related shocks.

Financial and institutional mechanisms are central to effective loss and damage management. Participants will examine international climate finance, grants, concessional resources, disaster-risk financing, insurance and risk-transfer instruments, contingency finance, social protection, humanitarian-development approaches, and innovative funding mechanisms. The course also addresses how to prepare credible project proposals, demonstrate financial and social needs, develop investment cases, and align projects with donor and climate-finance requirements.

Digital technologies and data systems increasingly support the identification, assessment, monitoring, and management of climate-related loss and damage. The course introduces applications of GIS, satellite imagery, remote sensing, drones, artificial intelligence, geospatial analytics, digital platforms, early warning systems, climate-risk databases, and digital monitoring tools. Participants will examine how these technologies can improve evidence generation, impact assessment, resource targeting, project monitoring, and decision-making.

The course also emphasizes equity, climate justice, community participation, gender responsiveness, Indigenous and local knowledge, safeguards, governance, and accountable project delivery. Participants will develop the capabilities required to coordinate governments, communities, development partners, humanitarian organizations, insurers, financial institutions, technical experts, and other stakeholders while ensuring that loss and damage initiatives produce transparent, inclusive, measurable, and sustainable outcomes.
