Course Introduction
Life-event based government service design is a citizen-centered approach that organizes public services around the significant events and circumstances people experience rather than around the administrative structures of government institutions. Events such as birth, starting school, finding employment, starting a business, moving home, retirement, disability, bereavement, or relocation can require citizens to interact with several agencies. This course equips public sector professionals with practical methods for designing coordinated services around these real-life journeys.
Traditional government services are often organized by departments, programs, legislation, and institutional mandates. While this structure may support internal administration, it can force citizens to navigate multiple websites, offices, forms, eligibility processes, and agencies for a single life event. Participants will learn how to redesign these fragmented experiences into coordinated journeys that reduce duplication, simplify interactions, improve information flow, and help citizens access relevant services at the point they need them.
The course provides practical techniques for identifying life events, researching citizen needs, mapping end-to-end journeys, identifying pain points, redesigning service processes, and coordinating multiple service providers. Participants will examine how service design can connect policy, operations, technology, data, communication, and frontline delivery.
