Course Introduction
Legislative committees are fundamental to effective parliamentary governance, providing detailed scrutiny of legislation, monitoring government performance, reviewing public expenditure, and ensuring accountability across public institutions. Through committee hearings, investigations, policy reviews, and stakeholder engagement, legislatures strengthen democratic governance and improve the quality of laws and public administration. The Legislative Committee Procedures and Oversight Training Course equips participants with comprehensive knowledge of committee operations, legislative procedures, oversight mechanisms, and governance practices that enhance transparency, accountability, and institutional effectiveness.
Modern legislatures operate in increasingly complex political, legal, economic, and technological environments. Parliamentary committees are expected to evaluate legislation, oversee executive agencies, monitor implementation of public policies, assess budget performance, and respond effectively to emerging governance challenges. This course examines constitutional provisions, parliamentary rules of procedure, committee mandates, legislative drafting processes, oversight powers, ethical standards, and international best practices that strengthen committee performance and institutional credibility.

The course also explores emerging issues affecting parliamentary oversight, including digital legislatures, artificial intelligence for legislative research, open parliament initiatives, electronic committee management systems, cybersecurity in legislative institutions, digital public participation, environmental, social, and governance (ESG) oversight, climate governance, misinformation, and the use of data analytics to improve evidence-based legislative decision-making. Participants will understand how innovation is transforming legislative processes while creating new governance responsibilities and opportunities for stronger public engagement.
Special emphasis is placed on parliamentary ethics, legislative independence, transparency, accountability, anti-corruption, citizen participation, public financial oversight, gender-responsive governance, intergovernmental coordination, and institutional capacity building.
