Course Introduction

Legislative Affairs, Parliamentary Practice and Law-Making Course is designed to build advanced expertise in legislative drafting, parliamentary procedures, policy formulation, and law-making processes within democratic governance systems. It equips participants with technical, procedural, and analytical skills necessary for effective legislative development and institutional decision-making in modern governance structures.

The course provides a comprehensive understanding of how laws are initiated, debated, amended, and enacted within parliamentary systems. Participants will explore constitutional frameworks, legislative hierarchies, and institutional roles that shape law-making processes, ensuring clarity on how policy ideas are transformed into binding legal instruments.

It also emphasizes parliamentary practice including committee systems, plenary procedures, legislative scrutiny, and oversight functions. Learners will gain insight into how legislatures hold the executive accountable, review public policies, and ensure transparency and democratic governance through structured institutional mechanisms.

Special focus is given to legislative drafting techniques, including bill formulation, legal language precision, and policy-to-law translation processes. The course integrates modern legislative drafting tools, comparative legislative practices, and digital parliamentary systems that enhance efficiency and accuracy in law-making processes.

Participants will also examine stakeholder engagement in legislative processes, including public participation, civil society input, and intergovernmental coordination. The program strengthens analytical thinking and institutional understanding required for effective participation in legislative development and governance reform initiatives.

The training concludes by addressing emerging trends such as e-parliament systems, digital law-making platforms, legislative data analytics, and AI-assisted drafting tools.
