Course Introduction
Public Financial Management (PFM) provides the legal, institutional, and administrative framework through which governments mobilize, allocate, manage, and account for public resources. Effective legal frameworks are essential for ensuring fiscal discipline, transparency, accountability, efficient service delivery, and sustainable economic development. The Legal Aspects of Public Financial Management Training Course equips participants with comprehensive knowledge of the legal principles, regulatory frameworks, and governance mechanisms that guide budgeting, public expenditure, revenue administration, procurement, financial reporting, and oversight within the public sector.
Governments operate in increasingly complex fiscal environments characterized by growing public expectations, evolving financial regulations, digital transformation, international reporting standards, and heightened scrutiny of public spending. Public officials and financial managers must understand the legal foundations governing financial planning, budget execution, public debt management, internal controls, audit functions, and anti-corruption measures. This course examines constitutional provisions, public finance legislation, treasury regulations, procurement laws, and institutional governance arrangements that strengthen financial accountability and lawful management of public resources.
Participants will develop practical competencies in interpreting financial legislation, assessing legal compliance, managing public expenditure, strengthening internal financial controls, conducting legal risk assessments, and supporting institutional accountability. Through practical case studies, legislative reviews, and real-world examples, learners will understand how legal frameworks influence budgeting, procurement, contract management, revenue collection, financial reporting, and audit processes. The course emphasizes practical approaches that improve compliance, reduce financial risks, and enhance public trust in government financial management systems.
The course also explores emerging issues affecting public financial management, including digital government finance systems, electronic procurement platforms, artificial intelligence in financial oversight, blockchain applications for public finance, environmental, social, and governance (ESG) reporting, climate finance governance, open budgeting, fiscal transparency initiatives, and cybersecurity challenges affecting government financial systems. Participants will examine how innovation is transforming public financial governance while creating new legal responsibilities and compliance requirements for public institutions.
Special emphasis is placed on fiscal responsibility, public accountability, anti-corruption frameworks, financial ethics, oversight institutions, legislative control, public participation, transparency mechanisms, enterprise risk management, and performance-based budgeting. Participants will learn how ministries, treasury departments, supreme audit institutions, procurement authorities, legislatures, and oversight agencies collaborate to ensure sound financial governance while safeguarding public resources and promoting sustainable national development.
Upon successful completion of this course, participants will possess practical knowledge and legal expertise required to strengthen public financial management systems, improve regulatory compliance, enhance institutional governance, and support transparent financial administration. They will be equipped to contribute to effective budgeting, lawful expenditure management, sound financial oversight, improved public accountability, and responsible stewardship of public resources in accordance with national legislation and international best practices.
