Course Introduction

Digital transformation in government has fundamentally reshaped how public services are delivered, regulated, and accessed, introducing complex legal, ethical, and governance challenges. This course provides a comprehensive understanding of the legal frameworks that underpin e-government systems and digital public infrastructure.

As governments adopt digital platforms for service delivery, taxation, identity management, procurement, and citizen engagement, legal systems must evolve to address issues of data protection, cybersecurity, digital identity, interoperability, and transparency. These changes require robust regulatory oversight and legal clarity.

This course explores the intersection of administrative law, ICT law, cybersecurity regulation, privacy legislation, and public sector governance. Participants will gain insight into how laws are designed and applied to regulate digital government ecosystems and ensure accountability in digital service delivery.

A key focus is placed on data governance and digital rights, including how governments manage citizen data, ensure privacy compliance, and regulate the use of artificial intelligence and automated decision-making systems in public administration.

The course also examines procurement and contractual frameworks for digital government projects, including outsourcing, cloud services, public-private partnerships, and technology vendor regulation within public sector environments.

By the end of the course, participants will be able to assess legal risks in digital transformation initiatives, design compliant e-government systems, and contribute to policy development for secure, transparent, and citizen-centered digital governance.
