Introduction

Public sector institutions are under increasing pressure to deliver efficient, transparent, and citizen-centered services. In this context, knowledge management (KM) has emerged as a transformative driver of governance reform. It provides a structured approach to creating, sharing, and applying institutional knowledge to improve decision-making, service delivery, and accountability.

This course explores the intersection of knowledge management with public sector reform and governance, focusing on how knowledge assets can be harnessed for policy innovation, institutional strengthening, and participatory governance. Participants will learn frameworks and tools to embed KM practices into reform strategies that enhance efficiency and responsiveness.

The program covers key issues such as knowledge capture in policymaking, organizational learning, inter-agency collaboration, and digital transformation of governance processes. Emphasis is placed on aligning KM initiatives with anti-corruption efforts, transparency, and citizen engagement.

Participants will gain insights into how knowledge management contributes to building resilient public institutions capable of adapting to political, social, and technological changes. Through practical case studies, they will explore KM-driven governance reforms in diverse contexts, including e-government, public service reforms, and open data systems.

Emerging topics such as digital knowledge platforms, AI in governance, and KM frameworks for sustainable development goals (SDGs) will be examined. Learners will also critically analyze risks such as knowledge silos, poor governance frameworks, and resistance to change.

By the end of the course, participants will have the competencies to design and implement KM systems that strengthen governance, foster reform, and deliver long-term public value.
