Course Introduction
Just Transition Communication and Stakeholder Dialogue Training Course provides a strategic and practical framework for communicating economic, social, workforce, and community dimensions of the transition toward a lower-carbon and more sustainable economy. The course examines how organizations, governments, employers, development institutions, and civil society can communicate transition priorities while building trust, supporting inclusion, and enabling meaningful participation among affected stakeholders.
The course explores the communication challenges associated with decarbonization, energy-system transformation, industrial restructuring, technological change, and changing employment patterns. Participants examine how climate policies and investment decisions can affect workers, communities, consumers, suppliers, businesses, and regional economies. They learn to translate complex transition policies into clear communication that explains opportunities, trade-offs, timelines, support measures, responsibilities, and expected outcomes.
A central focus is placed on stakeholder dialogue and social legitimacy. Just transition initiatives can generate difficult conversations about employment security, skills, wages, affordability, energy access, regional development, community identity, and the distribution of costs and benefits. Participants develop approaches for listening to affected groups, identifying concerns, facilitating constructive dialogue, addressing power imbalances, and ensuring that communication supports participation rather than simply informing audiences about decisions already made.
The programme also develops practical communication capabilities for leaders, managers, public institutions, and stakeholder-facing teams. Participants learn how to segment audiences, develop inclusive narratives, prepare leaders for difficult conversations, engage trade unions and worker representatives, communicate with communities, collaborate with NGOs and development partners, and coordinate messages across multiple institutions. Attention is given to town halls, consultations, community meetings, media engagement, digital platforms, employee communication, public information, and multi-stakeholder forums.
Emerging issues are integrated throughout the course, including green industrial policy, clean-energy investment, coal and fossil-fuel transition, industrial decarbonization, workforce reskilling, regional economic diversification, climate adaptation, energy affordability, sustainable infrastructure, automation, artificial intelligence, green jobs, supply-chain transformation, and climate-related inequality. Participants assess how these developments can influence stakeholder expectations, social cohesion, public trust, organizational reputation, and the credibility of transition programmes.
By the end of the course, participants will be equipped to design communication and stakeholder-dialogue strategies that support fairer, more credible, and more participatory transitions. Through practical stakeholder mapping, dialogue simulations, message development, issue-management exercises, listening techniques, measurement frameworks, and a final capstone workshop, participants will develop actionable approaches for navigating complex transition conversations and strengthening stakeholder confidence.
