Course Introduction

The Just Energy Transition Project Planning and Implementation Course equips professionals with the strategic knowledge, technical competencies, and project management capabilities required to deliver energy transitions that are environmentally sustainable, economically viable, socially inclusive, and responsive to the needs of affected communities. As countries and organizations move away from high-emission energy systems toward cleaner and more resilient alternatives, project leaders must manage complex interactions between climate objectives, energy security, employment, affordability, industrial development, and social equity. This course bridges the gap between energy transition policy and practical project delivery by integrating inclusive planning, stakeholder engagement, investment appraisal, implementation controls, and measurable development outcomes.

The programme explores the foundations of a just energy transition, including decarbonization, energy access, distributive justice, procedural fairness, recognition of vulnerable groups, and the protection of workers and communities affected by structural changes in energy production and consumption. Participants will examine how coal mine closures, fossil fuel asset retirement, renewable energy expansion, grid modernization, and industrial decarbonization can affect employment, local government revenues, household energy costs, land use, and community livelihoods. Particular attention is given to identifying groups that may face disproportionate transition costs and designing project interventions that balance environmental objectives with decent work, affordable energy, local economic development, and equitable access to opportunities.

Effective transition projects require a strong connection between policy commitments, institutional arrangements, investment priorities, and implementation capacity. Participants will learn how to translate national energy transition strategies, climate commitments, sectoral roadmaps, and regional development plans into clearly defined project pipelines and practical implementation frameworks. The course addresses project identification, feasibility assessment, technical and economic appraisal, social impact analysis, financing strategies, implementation scheduling, and results-based management. It also examines the coordination of government institutions, utilities, private investors, development finance institutions, labor organizations, civil society, and community representatives to ensure that transition initiatives remain aligned with local priorities, regulatory requirements, and long-term development objectives.

The programme emphasizes the financial and technical dimensions of implementing just transition projects across renewable energy, energy efficiency, electricity transmission and distribution, clean cooking, sustainable transport, industrial transformation, and economic diversification. Participants will explore the preparation of investment-ready business cases, financing plans, procurement strategies, risk registers, and project delivery schedules. The course considers blended finance, concessional funding, climate finance, public-private partnerships, community ownership, and other financing arrangements that can mobilize investment while managing affordability and distributional concerns. Participants will also examine how to assess project bankability, allocate financial and implementation risks, strengthen local supply chains, and integrate skills development and employment pathways into investment programmes.

Meaningful participation and social safeguards are essential to ensuring that energy transition initiatives produce fair and lasting benefits. Participants will develop practical approaches for stakeholder mapping, community consultation, social impact assessment, grievance management, labor transition planning, gender-responsive programming, and engagement with Indigenous Peoples and other affected groups where relevant. The course examines reskilling and redeployment programmes, support for small businesses, local enterprise development, livelihood restoration, and measures to protect vulnerable households from energy affordability pressures. It also addresses land acquisition, resettlement risks, benefit-sharing arrangements, community energy models, and the importance of transparent decision-making so that affected stakeholders can influence project design, implementation, and evaluation.

The final focus is on strengthening implementation performance, institutional accountability, and the long-term sustainability of just energy transition investments. Participants will examine governance structures, project monitoring and evaluation, social and environmental performance indicators, emissions reduction measurement, financial controls, procurement integrity, and independent assurance. Emerging issues such as critical mineral supply chains, battery recycling, grid flexibility, artificial intelligence and energy demand, climate resilience, digital inclusion, and changing green employment requirements will be considered in the context of transition project planning. Through practical exercises, case studies, and implementation planning activities, participants will develop the capability to design and manage transition projects that combine credible climate action with inclusive economic development, accountable resource use, and measurable improvements in community well-being.
