Course Introduction

Judicial review and administrative justice play a critical role in promoting accountability, transparency, and adherence to the rule of law within public institutions. As governments expand regulatory frameworks and administrative functions, it becomes increasingly important for legal practitioners and public officials to understand the mechanisms through which administrative decisions can be reviewed, challenged, and corrected. This course provides participants with a comprehensive understanding of the principles, procedures, and practical applications of judicial review in modern governance systems.

The training examines the legal foundations and doctrines governing judicial review, focusing on how courts supervise administrative bodies to ensure lawful, rational, and procedurally fair decision-making. Participants will explore the relationship between administrative law, constitutional principles, and the protection of individual rights. Through practical examples and case studies, the program highlights how judicial review safeguards citizens against arbitrary use of public power.

In many jurisdictions, the increasing complexity of government programs has resulted in frequent interactions between citizens and administrative agencies. This course equips participants with the knowledge required to navigate disputes arising from administrative actions such as licensing, public procurement, taxation, regulatory enforcement, and disciplinary decisions. Emphasis is placed on understanding legal remedies and procedural safeguards available to affected individuals and institutions.

The program also addresses emerging developments in administrative justice, including digital governance, regulatory oversight, alternative dispute resolution mechanisms, and transparency obligations in public administration. Participants will examine how technological advancements, public sector reforms, and international best practices are reshaping administrative accountability and judicial oversight mechanisms.

Through interactive lectures, case law analysis, group discussions, and practical exercises, participants will gain valuable insights into the strategic use of judicial review procedures. The course focuses on strengthening the ability of practitioners to identify unlawful administrative actions, prepare legal arguments, and apply judicial remedies effectively within their institutional or professional contexts.

By the end of the training, participants will possess a strong conceptual and practical understanding of judicial review processes, administrative fairness principles, and accountability mechanisms. This knowledge will empower them to contribute to improved governance, strengthened rule of law, and more transparent administrative decision-making within public and private sector institutions.
