Course Introduction

International tax cooperation has become a cornerstone of modern fiscal governance as countries seek to address base erosion, profit shifting, and cross-border tax avoidance. This course provides a comprehensive understanding of tax treaties, mutual agreements, and global cooperation frameworks that shape international taxation systems.

In an increasingly interconnected global economy, taxpayers operate across multiple jurisdictions, creating challenges for national tax authorities in determining taxing rights and preventing double taxation or non-taxation. This program explores how treaty networks provide legal and administrative solutions to these challenges.

The course examines the structure, negotiation, and administration of double taxation agreements (DTAs) and multilateral treaties. Participants will gain insights into how these instruments allocate taxing rights, resolve disputes, and promote international investment and trade.

A key focus is placed on mutual administrative assistance mechanisms, including exchange of information, joint audits, and cross-border enforcement cooperation. These tools strengthen tax compliance and reduce opportunities for tax evasion in a globalized economy.

Participants will also explore the role of international organizations such as the OECD, United Nations, and regional tax forums in shaping global tax cooperation standards. The course highlights how these institutions influence treaty design and implementation.

Ultimately, this course equips professionals with the knowledge and skills required to effectively negotiate, interpret, and administer international tax treaties, strengthening both domestic revenue systems and global fiscal cooperation
