Course Introduction

International Public Sector Accounting Standards (IPSAS) Masterclass Course is a comprehensive professional program designed to strengthen the capacity of public sector accountants, auditors, and financial managers in applying accrual-based international accounting standards. The course provides a deep understanding of IPSAS frameworks and their role in improving transparency and accountability in public financial management systems.

The program explores the evolution, structure, and conceptual foundations of IPSAS, emphasizing the transition from cash-based to accrual-based accounting in government and public sector institutions. Participants will gain clarity on how IPSAS enhances comparability, consistency, and credibility in financial reporting across jurisdictions.

This course also focuses on practical application of IPSAS standards, including financial statement preparation, recognition and measurement of assets and liabilities, revenue recognition, and consolidation of public sector financial reports. Real-world case studies are integrated to bridge theory and practice.

Participants will develop the ability to interpret complex IPSAS requirements and apply them in budgeting, reporting, and auditing processes. The course also strengthens analytical skills for evaluating public sector financial performance using standardized reporting frameworks.

Special emphasis is placed on compliance, governance, and accountability in public finance systems. Participants will learn how IPSAS implementation supports anti-corruption efforts, improves fiscal discipline, and enhances donor confidence in public financial systems.

By the end of the course, participants will be equipped with advanced technical knowledge and practical competencies to implement IPSAS effectively and contribute to improved financial transparency and governance in public sector institutions.
