Course Introduction

International Humanitarian Law (IHL) governs the conduct of armed conflict, aiming to protect civilians, combatants, and infrastructure during war while balancing military necessity and humanity. Legal professionals and policymakers must understand IHL to ensure compliance, accountability, and effective protection in conflict situations.

The International Humanitarian Law Training Course provides participants with in-depth knowledge of IHL principles, conventions, and protocols, enabling them to apply the law in operational, advisory, and compliance contexts. The course emphasizes the practical integration of legal norms in military, humanitarian, and governance settings.

Participants will study core instruments, including the Geneva Conventions, Additional Protocols, and customary international law. They will gain expertise in rules of engagement, targeting, detention, and humanitarian protection to advise states, NGOs, and international organizations effectively.

Emerging issues such as cyber warfare, autonomous weapons, protection of cultural property, and challenges in non-international armed conflicts are addressed. Participants will learn to anticipate legal risks and implement strategies for compliance and protection.

The course combines theoretical analysis with case studies, simulations, and scenario exercises. Participants will learn to interpret legal texts, provide operational guidance, and draft policies that enhance humanitarian protection while meeting military and governance objectives.

By the end of the training, participants will be equipped to integrate IHL into decision-making, compliance frameworks, humanitarian operations, and advocacy strategies. They will be prepared to strengthen accountability, reduce harm, and promote the rule of law in conflict environments.
