Course Introduction

Public sector auditing is increasingly globalized, requiring audit institutions to collaborate across borders, share knowledge, and apply best practices in governance, compliance, and financial oversight. The International Cooperation in Public Sector Audit Training Course equips auditors with the skills and frameworks needed to engage effectively with international peers, promote transparency, and strengthen accountability across institutions. Participants will gain practical insights into building cooperative audit networks and applying global standards in domestic contexts.

Global challenges such as cross-border financial flows, multinational public projects, and international development programs require auditors to coordinate with foreign institutions, multilateral agencies, and donor organizations. This course emphasizes the mechanisms, protocols, and legal frameworks that govern international audit cooperation, ensuring auditors can navigate complex regulatory environments while maintaining institutional independence.

Participants will explore strategies for enhancing institutional capacity through international partnerships, knowledge exchange, and collaborative audits. The course covers joint audits, peer reviews, capacity-building initiatives, and the role of global audit networks such as INTOSAI and regional SAI associations, providing practical tools for fostering cooperation and mutual learning.

The training addresses emerging audit topics, including auditing transnational public-private partnerships, digital governance, climate-resilient infrastructure, and international anti-corruption frameworks. Participants will learn how to apply global audit standards in a way that strengthens institutional credibility, mitigates risks, and enhances public trust.

Interactive case studies and real-world examples are used to develop participants’ practical skills in designing cooperative audit programs, performing cross-border audit assignments, and reporting findings in line with international standards. Emphasis is placed on leveraging data, technology, and audit methodologies to achieve consistency and comparability across jurisdictions.

By completing this course, participants will be able to design and implement international collaboration strategies, strengthen institutional networks, and lead audit engagements that promote transparency, accountability, and effective governance. Auditors will gain the expertise needed to engage effectively in international audit initiatives and foster a culture of cooperation among SAIs.
