Course Introduction
The Integrated Public Procurement, Transport Logistics and Supply Chain Operations Management Training Course provides participants with a comprehensive understanding of how procurement, transportation, warehousing, inventory, contracting, and supply chain activities can be integrated to improve institutional efficiency. The programme emphasizes practical approaches for moving from fragmented purchasing and logistics functions toward coordinated, accountable, cost-effective, and performance-driven supply chain operations.

Public institutions and large organizations increasingly face pressure to demonstrate value for money, transparency, operational efficiency, and responsible use of financial resources throughout the procurement-to-delivery cycle. This course examines how effective procurement planning, strategic sourcing, supplier evaluation, contract selection, negotiation, logistics planning, and expenditure controls can reduce budget leakages while improving the reliability and quality of goods and services acquired.

A major focus of the programme is the relationship between procurement decisions and downstream transportation costs. Participants explore Incoterms, freight costing, carrier selection, air, ocean and road transport, shipment consolidation, route planning, cargo tracking, customs interfaces, and delivery performance. The course demonstrates how purchasing decisions influence landed cost, transit time, inventory availability, operational risk, and ultimately the total cost of ownership.

The programme also develops practical competencies in warehouse design, inventory planning, stock control, materials handling, asset visibility, demand forecasting, and supply chain risk management. Participants learn to identify inefficient inventory practices, excessive stockholding, shortages, obsolete inventory, poor warehouse utilization, and weak controls that may expose organizations to financial losses, service disruptions, fraud, or operational inefficiencies.

Particular attention is given to emerging developments reshaping procurement and logistics, including artificial intelligence, predictive analytics, e-procurement, digital freight platforms, Internet of Things tracking, control towers, blockchain-enabled traceability, robotic warehouse systems, digital twins, green procurement, carbon-conscious logistics, and supply chain cybersecurity. Participants examine how these technologies can improve visibility, automate controls, strengthen decision-making, and support resilient and sustainable operations.

Through practical exercises, case studies, simulations, supplier evaluation scenarios, negotiation exercises, freight-cost analysis, risk assessments, and procurement-to-delivery process mapping, participants will develop actionable solutions relevant to their organizations. By the end of the course, they will be better positioned to control total cost of ownership, strengthen financial oversight, optimize logistics expenditure, improve contract performance, mitigate supply chain risks, and deliver measurable value for money.

  • Strengthen integrated procurement planning by connecting institutional requirements, budgets, sourcing strategies, purchasing schedules, logistics requirements, inventory needs, and operational priorities within one coordinated procurement-to-delivery framework.
  • Apply structured purchasing and sourcing methodologies to develop specifications, evaluate procurement options, assess market conditions, select appropriate procurement methods, and make defensible purchasing decisions that achieve quality, timeliness, compliance, and value for money.
  • Evaluate and manage suppliers more effectively using transparent qualification criteria, financial and operational assessments, performance scorecards, due diligence, risk indicators, and continuous supplier performance monitoring throughout the contractual relationship.
  • Select and administer appropriate contract types by understanding pricing structures, allocation of commercial risks, service-level requirements, performance obligations, change controls, remedies, payment mechanisms, and contract closeout requirements.
  • Strengthen procurement negotiation capabilities through systematic preparation, cost analysis, bargaining strategies, supplier intelligence, negotiation planning, concession management, and techniques for achieving sustainable commercial and operational outcomes.
  • Optimize transportation and freight expenditure by comparing air, ocean and road transportation options, analyzing freight rates, consolidating shipments, selecting carriers, improving routing decisions, and controlling avoidable logistics overheads and delays.
  • Apply Incoterms effectively to procurement transactions by understanding the allocation of costs, responsibilities and risks between buyers and sellers and evaluating how delivery terms affect freight costs, insurance, customs responsibilities, and total landed cost.
  • Calculate and manage total cost of ownership by considering acquisition price, transportation, customs, warehousing, inventory carrying costs, maintenance, operational expenses, risks, disposal costs, and other lifecycle expenditures affecting public assets.
  • Improve warehouse and inventory performance through effective facility layout, demand planning, stock classification, reorder controls, cycle counting, materials handling, inventory accuracy, loss prevention, and technology-enabled stock visibility.
  • Establish stronger financial and audit controls across procurement and logistics activities by identifying leakage points, analyzing expenditure, maintaining audit trails, monitoring contractual payments, and detecting irregular or inefficient transactions.
  • Build resilient, sustainable and technology-enabled supply chains using risk mapping, scenario planning, alternative sourcing, digital tracking, predictive analytics, green procurement, low-carbon logistics, cybersecurity controls, and business continuity strategies.
  • Develop performance-based procurement and logistics systems using measurable KPIs, supplier and carrier scorecards, cost dashboards, delivery metrics, inventory indicators, contract performance data, and management reporting to drive continuous improvement.
