Course Introduction

Integrated development planning enables public institutions to connect strategic priorities, development objectives, institutional mandates, resources, programmes, projects, budgets, implementation activities, and performance results within a coherent planning framework. Rather than treating strategy, finance, operations, human resources, public investment, service delivery, and performance as separate functions, integrated planning brings these elements together to improve institutional coherence, resource utilization, implementation, and development outcomes. This course provides a practical framework for establishing and managing integrated development planning systems within public institutions.

Public institutions operate within complex environments where multiple mandates, programmes, stakeholders, funding sources, policies, and operational requirements must be coordinated. Fragmented planning can result in competing priorities, duplicated activities, unfunded commitments, unrealistic targets, weak implementation, inefficient resource allocation, and inconsistent reporting. Participants will learn how to develop integrated planning frameworks that connect institutional priorities with national and sector development objectives while reflecting organizational capacity and available resources.

The course examines the complete institutional planning cycle, from situation analysis and priority-setting through strategy formulation, programme development, resource allocation, implementation, monitoring, evaluation, review, and adaptation. Participants will explore practical methods for developing institutional development plans, strategic plans, annual work plans, programme frameworks, performance agreements, investment plans, and implementation roadmaps that reinforce one another.

Integrated development planning also requires strong coordination among organizational functions. Participants will examine how planning departments can work effectively with finance, human resources, procurement, operations, information technology, monitoring and evaluation, risk management, communications, and senior leadership. Particular attention will be given to aligning financial and human resources with institutional priorities and ensuring that plans are realistic, costed, sequenced, and supported by appropriate implementation capacity.

Data and digital systems increasingly support integrated planning. Participants will examine how administrative data, financial information, workforce information, programme databases, performance indicators, geographic information, dashboards, analytics, and integrated planning platforms can improve planning decisions. Emerging applications of artificial intelligence, predictive analytics, automated reporting, digital twins, and intelligent planning systems will be considered alongside data governance, interoperability, cybersecurity, privacy, responsible AI, and institutional readiness.

Integrated planning must remain responsive to changing conditions. Public institutions may face changes in government priorities, funding, legislation, technology, staffing, service demand, economic conditions, emergencies, and stakeholder expectations. Participants will therefore examine adaptive planning, scenario analysis, strategic risk management, implementation reviews, performance-based adjustments, and institutional learning mechanisms that enable plans to evolve without losing strategic coherence.

By the end of the programme, participants will be able to conduct institutional development assessments, establish integrated planning frameworks, align strategic objectives with resources and programmes, coordinate internal functions, develop realistic implementation plans, monitor performance, manage strategic risks, and continuously improve institutional plans.
