Introduction
Effective Public Financial Management (PFM) is essential for achieving fiscal discipline, efficient resource allocation, and improved service delivery. However, the absence of robust Monitoring and Evaluation (M&E) systems often limits the ability of governments to measure financial performance and link budgetary decisions to developmental results. This course is designed to bridge that gap by equipping participants with the knowledge and tools to institutionalize M&E within PFM systems, ensuring evidence-based fiscal governance and accountability.
Participants will explore how M&E can strengthen transparency and performance in budget execution, expenditure tracking, and resource mobilization. The course provides practical insights into integrating M&E frameworks into financial planning, auditing, and reporting systems. Through a combination of case studies, simulations, and practical sessions, participants will learn how to apply M&E methodologies in the context of public finance and policy implementation.
A central focus of the course is on developing institutional mechanisms that link financial data with program outcomes.
