Introduction

Effective Public Financial Management (PFM) is essential for achieving fiscal discipline, efficient resource allocation, and improved service delivery. However, the absence of robust Monitoring and Evaluation (M&E) systems often limits the ability of governments to measure financial performance and link budgetary decisions to developmental results.
