Course Introduction

Institutional legitimacy is fundamental to an organisation’s ability to command confidence, secure cooperation and maintain constructive relationships with the public and other stakeholders. It extends beyond visibility or favourable communication to encompass perceptions of fairness, competence, integrity, accountability and appropriate use of authority. This course provides a strategic framework for understanding, measuring and strengthening institutional legitimacy while examining how public confidence is created through organisational behaviour, performance, governance and communication.

Public confidence can be strengthened or weakened by institutional decisions, leadership conduct, service experiences, policy outcomes, transparency and the quality of public engagement. In an environment of rapid information exchange, stakeholders can scrutinise institutional actions from multiple perspectives and compare official statements with independent evidence and lived experiences. Participants will examine how expectations develop, why confidence gaps emerge and how institutions can respond through credible evidence, meaningful engagement and consistent organisational behaviour.

Institutional legitimacy cannot be established through communication alone when stakeholders perceive a disconnect between institutional claims and actual behaviour or outcomes. Participants will therefore examine the relationship between governance, accountability, transparency, service quality, leadership credibility and communication. The course develops practical approaches for identifying legitimacy gaps, explaining difficult decisions, communicating uncertainty, responding to criticism and demonstrating corrective action while maintaining consistency and credibility across stakeholder groups.
