Course Introduction

Inflation statistics are among the most closely watched economic indicators produced by national statistical offices, central banks, ministries of finance, economic planning institutions, businesses, and international organizations. Consumer price indices measure changes in the prices of goods and services consumed by households and are widely used as measures of inflation, monetary-policy analysis, economic monitoring, and indexation. The 2025 Consumer Price Index Manual: Theory explains the conceptual and theoretical foundations underlying CPI compilation, while the companion 2020 Concepts and Methods manual provides practical guidance for producing internationally comparable CPI statistics.

Inflation Data Analytics and Price Statistics Training Course provides a practical framework for understanding, compiling, validating, analyzing, and communicating price statistics. Participants examine the complete price-statistics production process, from defining the index scope and classification structure through expenditure weights, item and outlet sampling, price collection, validation, treatment of missing observations, quality adjustment, index calculation, aggregation, rebasing, and publication. The international CPI methodology specifically addresses sampling, price collection, quality change, substitution, index calculation, scanner data, errors and bias, data-quality management, and dissemination.

Reliable inflation analytics depends heavily on the quality and representativeness of underlying price observations. Participants therefore learn how to assess price quotes, identify unusual movements, distinguish genuine price changes from collection or recording errors, investigate temporarily and permanently missing prices, and manage replacement products and outlets. The CPI methodology also recognizes the importance of quality adjustment when products change over time, because an observed price difference may reflect changes in product characteristics rather than pure price movement. These issues are essential for producing price indices that accurately represent changes in consumer prices.

The course also develops analytical understanding of index-number methodology. Participants work with elementary aggregates, expenditure weights, weighted aggregation, price relatives, index changes, contribution analysis, chain linking, rebasing, and alternative index-number approaches. The 2025 CPI Theory publication covers basic index-number theory, elementary indices, chain-drift considerations, quality adjustment, seasonal products, durable goods and housing, and several classes of index formulas. This provides a foundation for analysts who need to understand not only how an inflation rate is calculated but also why methodological choices affect measured price change.

Modern price statistics increasingly incorporate alternative and high-frequency data sources. Scanner data, web-based price information, digital transactions, and other large datasets can expand price coverage and improve timeliness, but they also create new challenges involving classification, data validation, product replacement, representativeness, data processing, and index construction. The international CPI methodology includes dedicated treatment of scanner data, while the updated theoretical work recognizes the continuing evolution of price-index methods as new data sources become available. Participants therefore examine both traditional price-collection systems and modern data-driven approaches.

Across five intensive days, participants progress from inflation and price-statistics foundations through CPI design, expenditure weights, price sampling, data collection, validation, quality adjustment, index construction, inflation decomposition, alternative data sources, forecasting, dashboards, and statistical reporting. Practical exercises use realistic price datasets to calculate price relatives and indices, identify data-quality problems, analyze contributions to headline inflation, investigate unusual price movements, and construct analytical reports. The final capstone integrates these capabilities into an end-to-end inflation analytics and price-statistics project suitable for statistical, economic, policy, and management applications.

Comprehensive Course Outline

Module 1: Inflation Data Analytics and Price Statistics Foundations

  • Examine the economic and statistical meaning of inflation, consumer price indices, price levels, price changes, inflation rates, purchasing power, and real versus nominal values.

  • Define CPI scope, population coverage, consumption concepts, product classifications, reference periods, geographic coverage, and other foundations required for a coherent price index.

  • Explore the uses of price statistics in monetary policy, fiscal planning, wage negotiations, contracts, social programmes, economic analysis, national accounts, and business decision-making.

  • Establish an end-to-end price-statistics framework linking expenditure information, sampling, price collection, validation, index compilation, analysis, quality assurance, and dissemination.

Module 2: CPI Structure, Expenditure Weights and Classification

  • Develop CPI classification structures for goods and services and examine how consumption categories are organized into hierarchical analytical aggregates.

  • Analyze expenditure weights and their role in determining the relative influence of different goods and services on aggregate consumer price movements.

  • Examine sources and updating procedures for expenditure weights, including household expenditure information and other appropriate statistical sources.

  • Calculate weighted contributions and assess how changes in expenditure patterns can influence measured inflation and the interpretation of price movements.

Module 3: Price Sampling, Collection and Data Quality Management

  • Design price-sampling frameworks covering products, varieties, outlets, locations, collection frequencies, and observation schedules appropriate to the CPI population.

  • Apply field price-collection procedures covering product identification, transaction prices, units, discounts, promotions, availability, outlet changes, and documentation.

  • Develop automated and manual validation rules to identify outliers, unexpected movements, missing values, duplicate observations, unit inconsistencies, and other data-quality issues.

  • Establish quality-assurance workflows covering validation, correction, supervisory review, metadata, audit trails, quality indicators, and reproducible processing procedures.

Module 4: CPI Calculation and Index Number Analytics
