Course Introduction

Inclusive tax policy and gender-responsive fiscal planning are essential tools for building equitable, sustainable, and socially balanced fiscal systems. This course provides a comprehensive framework for integrating gender equality and social inclusion principles into tax policy design and public financial management.

Traditional fiscal systems often overlook the differentiated impacts of taxation on men, women, youth, and marginalized groups. This course examines how tax policies can unintentionally reinforce inequality and how inclusive design can correct these imbalances while improving revenue efficiency and fairness.

A key focus of the course is gender-responsive budgeting and fiscal planning, which ensures that public resources are allocated in ways that address the needs of all population groups. Participants will learn how to analyze fiscal policies through a gender lens and design inclusive revenue systems.

The course also explores how tax systems can be structured to promote economic empowerment, particularly for women-led businesses, informal sector workers, and vulnerable communities. It highlights how tax incentives, exemptions, and compliance systems can support inclusive growth.

Another important dimension is policy evaluation and impact assessment, where participants will examine how to measure the social and economic effects of tax policies on different population groups. This includes tools for assessing equity, fairness, and distributional outcomes.

Ultimately, this course equips participants with the skills to design inclusive, fair, and gender-responsive fiscal systems. By integrating social equity into tax policy and fiscal planning, participants will contribute to more just and sustainable economic development
