Course Introduction

Humanitarian policy, International Humanitarian Law (IHL), and protection principles form the foundation of humanitarian action in situations of armed conflict, disasters, displacement crises, and complex emergencies. Humanitarian actors operate in increasingly challenging environments where civilians face significant risks from violence, exploitation, displacement, human rights violations, and disruptions to essential services. Understanding the legal, policy, and operational frameworks that govern humanitarian action is essential for ensuring effective, principled, and accountable interventions. This course provides participants with comprehensive knowledge of humanitarian policies, legal obligations, and protection approaches that guide humanitarian operations worldwide.

The contemporary humanitarian landscape is characterized by protracted conflicts, increasing displacement, climate-induced crises, urban emergencies, and evolving protection challenges. Humanitarian practitioners must navigate complex political, legal, and operational environments while ensuring compliance with international norms and standards. International Humanitarian Law establishes critical rules that seek to limit the effects of armed conflict, protect civilians, and regulate the conduct of parties to conflict. Participants will gain a thorough understanding of these legal frameworks and their practical application in humanitarian settings.

Protection has become a central pillar of humanitarian response, emphasizing the need to safeguard the rights, dignity, safety, and well-being of affected populations. Humanitarian organizations increasingly integrate protection considerations across all sectors, including food security, health, shelter, education, water and sanitation, and livelihoods programming.
