Course Introduction

Humanitarian crises are more complex, prolonged, and politically sensitive. Effective humanitarian response requires not only operational expertise but also strong policy frameworks, informed advocacy strategies, and accountable governance systems. The Humanitarian Policy, Advocacy, and Governance Course is designed to bridge these critical elements by equipping professionals with the tools and knowledge to influence policy, advocate for change, and strengthen governance in humanitarian contexts.

The course provides participants with an in-depth understanding of humanitarian policy frameworks at global, regional, and national levels. It explores the role of key factors governments, donors, NGOs, UN agencies, and civil society in shaping policies that guide humanitarian action. By examining global standards such as the Sphere Handbook, Core Humanitarian Standard (CHS), and Grand Bargain commitments, participants will understand the policy environment that frames humanitarian response.

Advocacy is central to ensuring that the voices of affected communities are heard and that humanitarian action is principled, timely, and effective. The training equips participants with skills to design and implement advocacy campaigns, engage decision-makers, and use evidence and storytelling to influence policies. Participants will also learn how to navigate political landscapes, manage stakeholder relationships, and address sensitive issues such as protection, accountability, and humanitarian access.

Governance is another critical dimension of the course, focusing on transparency, accountability, and participation in humanitarian systems. Participants will examine governance structures within humanitarian organizations, coordination mechanisms, and the roles of accountability to affected populations (AAP) and participatory decision-making in building trust and legitimacy.

A key strength of this program lies in its practical orientation. Through simulations, case studies, and group projects, participants will explore how to apply humanitarian policy, advocacy, and governance in real-world situations, such as negotiating access in conflict zones, advocating for climate justice, or addressing funding gaps in protracted crises.
