Course Introduction

Human-centred digital government services place citizens, residents, businesses, public servants, and other service users at the heart of service design and delivery. Instead of beginning with technology or institutional structures, human-centred approaches begin by understanding real needs, behaviours, barriers, expectations, and lived experiences. This course equips government professionals with practical methods for designing inclusive, accessible, intuitive, and outcome-focused digital services that respond effectively to the people who use them.

Government services often involve complex rules, multiple agencies, legacy processes, different eligibility requirements, and users with varying levels of digital access and capability. A service can therefore be technically functional while still being difficult, confusing, inaccessible, or burdensome for users. Participants will learn how to identify friction across citizen journeys, understand user needs through research, simplify service interactions, and design experiences that reduce unnecessary effort while maintaining policy, security, legal, and operational requirements.

The course explores the complete human-centred service design lifecycle, including user research, stakeholder analysis, persona development, journey mapping, service blueprinting, problem definition, ideation, prototyping, usability testing, accessibility, content design, and continuous improvement. Participants will learn how to combine qualitative insights with service data and operational evidence to identify meaningful opportunities for improvement. Practical exercises will help translate research findings into actionable service design decisions.

Human-centred digital government also requires inclusive design. People may face barriers related to disability, language, literacy, connectivity, income, geography, age, digital confidence, or access to devices and identification. Participants will examine inclusive and accessible design principles, assisted digital support, alternative channels, plain language, mobile-first experiences, and equitable service delivery. The course emphasizes designing services that work for diverse populations rather than assuming a single typical user.

Emerging technologies are creating new possibilities for human-centred government services. Artificial intelligence, conversational interfaces, automation, personalization, predictive analytics, digital identity, and proactive services can reduce administrative burden and improve responsiveness. However, technology must be introduced carefully to avoid exclusion, opacity, privacy risks, automation errors, or loss of meaningful human support. Participants will learn how to evaluate emerging technologies through user needs, public value, accessibility, ethics, transparency, and human oversight.

By the end of the course, participants will be able to apply human-centred methods to government service transformation from discovery through delivery and continuous improvement.
