Course Introduction

Green Budgeting and Climate Budget Tagging Training Course is designed to equip public financial managers, policymakers, and development professionals with the technical and strategic skills required to integrate climate considerations into national and organizational budgeting systems. As climate change accelerates, governments and institutions are under increasing pressure to align fiscal planning with environmental sustainability goals.

This course provides a comprehensive understanding of green budgeting frameworks, enabling participants to systematically incorporate climate-related expenditures and revenues into public financial management systems. Learners will explore how climate budget tagging supports transparency, accountability, and evidence-based decision-making in climate finance.

A key focus of the program is the practical application of climate budget tagging methodologies, which allow governments to identify, classify, and track climate-relevant spending across sectors. Participants will gain insights into how tagging systems improve resource allocation efficiency and ensure alignment with national climate commitments and international agreements.

The training also highlights the integration of climate finance into broader fiscal policy and public expenditure management systems. Participants will understand how green budgeting supports sustainable development goals, enhances fiscal resilience, and enables governments to prioritize low-carbon and climate-resilient investments.

In addition, the course explores global standards, reporting frameworks, and emerging best practices in climate-responsive budgeting. Learners will examine how international institutions and donor agencies support green budgeting reforms and how countries are adopting innovative tools to improve climate fiscal governance.

Finally, the program prepares professionals to design and implement green budgeting systems that drive climate action and sustainable development outcomes. Through case studies and applied methodologies, participants will develop the ability to integrate climate considerations into budget cycles, policy planning, and financial reporting systems.
