Course Introduction

Grant-funded programmes operate within financial environments where resources are provided for clearly defined objectives, activities, beneficiaries, and outcomes. Effective grant financial management requires disciplined budgeting, appropriate accounting, expenditure controls, financial reporting, documentation, and compliance monitoring. Auditing these arrangements helps determine whether grant resources are properly safeguarded, used for approved purposes, and managed in accordance with grant agreements and applicable requirements.

This course provides a comprehensive framework for auditing grant financial management and compliance throughout the complete grant lifecycle. It covers grant establishment, budgeting, fund receipt, disbursement, expenditure, procurement, sub-granting, payroll, asset management, financial reporting, reconciliation, monitoring, close-out, and post-grant accountability. Participants will learn how to assess whether financial practices support both donor requirements and sound internal control principles.

Participants will develop practical capabilities for examining grant budgets, chart-of-account structures, bank accounts, expenditure transactions, supporting documents, procurement records, advances, partner payments, personnel costs, and financial reports. The programme focuses on determining whether costs are allowable, allocable, reasonable, adequately documented, correctly classified, properly authorised, and consistent with approved grant purposes and applicable financial policies.

The course integrates compliance auditing, risk-based auditing, internal control evaluation, substantive testing, analytical procedures, fraud risk assessment, and financial data analytics. Participants will learn how to identify unsupported costs, unallowable expenditure, duplicate claims, budget overruns, weak partner controls, conflicts of interest, procurement irregularities, inaccurate financial reports, and other conditions that can expose grant resources to financial and reputational risk.

Modern grant management increasingly involves electronic financial systems, online reporting platforms, remote programme implementation, sub-recipient networks, digital payments, complex cost-sharing arrangements, and technology-enabled fraud. The programme therefore addresses emerging issues involving cybersecurity, data integrity, artificial intelligence, automated compliance monitoring, third-party risks, climate-related grants, results-based financing, and increasingly sophisticated grant accountability environments.

By completing the programme, participants will be better equipped to conduct effective grant financial management and compliance audits and to provide credible assurance to grantors, recipients, implementing partners, management, governing bodies, and other stakeholders. The course strengthens the ability to document audit evidence, assess financial and compliance risks, quantify exceptions, communicate findings, formulate corrective actions, and follow up implementation through to grant closure.
