Course Introduction

The Government Tax Administration and Revenue Performance Training Course provides an advanced framework for strengthening tax administration, improving revenue performance, enhancing taxpayer compliance, and building efficient, accountable, and digitally enabled revenue institutions. The programme is designed to help government officials connect tax administration processes with measurable revenue outcomes and broader fiscal objectives.

Effective tax administration requires more than increasing collections. Revenue institutions must create systems that make compliance easier, target enforcement according to risk, minimize administrative costs, protect taxpayer rights, reduce leakage, and provide reliable revenue intelligence for fiscal decision-making. Participants will examine the complete tax administration cycle, including taxpayer registration, filing, assessment, payment, compliance management, audit, enforcement, debt recovery, refunds, objections, taxpayer services, and performance reporting.

A central focus of the course is revenue performance management. Participants will learn how to establish meaningful performance indicators and use revenue data to assess collection efficiency, compliance levels, audit productivity, arrears recovery, taxpayer service quality, administrative costs, and institutional productivity. The programme emphasizes the distinction between nominal revenue growth and genuine improvements in revenue administration.

Participants will also examine revenue forecasting, tax-gap analysis, taxpayer segmentation, compliance-risk management, audit selection, enforcement effectiveness, and revenue leakage. These capabilities enable revenue institutions to identify where performance is falling short, determine the causes, prioritize interventions, and measure whether corrective measures produce sustainable results.

Digital transformation is integrated throughout the programme. Participants will explore integrated tax administration platforms, e-filing, electronic invoicing, digital payments, data matching, automated compliance checks, artificial intelligence, predictive analytics, taxpayer dashboards, and real-time revenue monitoring. The course also addresses cybersecurity, privacy, data governance, interoperability, algorithmic fairness, system resilience, auditability, and responsible AI.

By the end of the programme, participants will be able to assess tax administration performance, strengthen compliance and collection strategies, develop revenue performance dashboards, improve institutional productivity, identify revenue gaps and leakage, and support data-driven modernization of government tax systems.
