Course Introduction
Succession planning is a strategic government workforce function that helps institutions maintain leadership continuity, preserve critical institutional knowledge, and ensure that capable employees are prepared to assume important responsibilities when leadership vacancies arise. This course provides a practical framework for identifying critical positions, assessing leadership risks, developing talent pipelines, strengthening leadership capability, and preparing institutions for planned and unexpected workforce transitions.
Government institutions face increasing leadership challenges arising from retirements, workforce mobility, demographic changes, specialized skills shortages, organizational restructuring, digital transformation, and changing public-service expectations. Without deliberate succession arrangements, the departure of experienced leaders can create capability gaps, disrupt institutional memory, delay decisions, and weaken service delivery. Participants will learn how to identify succession vulnerabilities and develop structured approaches for maintaining continuity across critical leadership and specialist roles.
Effective succession planning requires more than identifying potential replacements. It involves understanding future leadership requirements, assessing competencies, developing high-potential employees, creating career pathways, providing developmental assignments, strengthening mentoring and coaching, and ensuring that leadership readiness is continuously monitored. Participants will examine practical methods for creating leadership pipelines that connect workforce planning, talent management, performance management, learning and development, career management, and organizational strategy.
Leadership pipelines should reflect the distinctive requirements of public institutions, including ethical leadership, accountability, policy implementation, stakeholder management, public value, institutional governance, crisis management, and responsible resource stewardship. The course explores competency-based approaches for identifying and developing leaders at supervisory, middle-management, senior-management, executive, and specialist levels. Participants will learn how to distinguish current performance from future leadership potential and use evidence-based approaches to strengthen leadership readiness.
Digital transformation is also changing the competencies required of future government leaders. Leaders increasingly need digital literacy, data-informed decision-making, innovation capability, cybersecurity awareness, change leadership, AI governance, systems thinking, and the ability to lead hybrid and technology-enabled workforces. The course addresses emerging leadership capabilities while considering responsible AI, ethical decision-making, workforce inclusion, organizational resilience, and the changing expectations of public-sector employees and citizens.
By the end of the programme, participants will be able to design succession frameworks, identify critical positions, assess leadership readiness, develop talent pools, establish leadership pipelines, implement targeted development plans, and monitor succession risks. The training is designed to help government institutions reduce leadership gaps, preserve institutional knowledge, strengthen internal talent, improve continuity, and build a resilient pipeline of capable leaders prepared to deliver effective public-service outcomes.
