Course Introduction
Strategic foresight enables governments to anticipate emerging changes, explore alternative futures, identify long-term opportunities and risks, and make better-informed decisions today. Unlike conventional planning, which often extrapolates current conditions into the future, strategic foresight examines multiple possible, plausible, and desirable futures and helps institutions prepare for uncertainty, disruption, and structural change. This course provides a practical framework for integrating strategic foresight into government planning, policy development, investment decisions, institutional strategy, and long-term national development.
Governments operate in environments shaped by technological transformation, demographic transitions, climate change, economic volatility, geopolitical developments, social change, urbanization, resource pressures, and evolving citizen expectations. Many of these changes develop gradually but can have significant consequences for public policy and government institutions. Participants will learn how to identify weak signals, emerging trends, drivers of change, critical uncertainties, structural shifts, and potential disruptions that may affect national and institutional priorities over the medium and long term.
The course examines practical foresight methods including horizon scanning, environmental scanning, trend analysis, megatrend analysis, STEEP and PESTLE analysis, systems thinking, scenario development, backcasting, visioning, Delphi methods, expert elicitation, cross-impact analysis, futures wheels, implications analysis, and strategic options assessment. Participants will learn how to combine these techniques into structured foresight processes that generate actionable insights rather than theoretical future scenarios.
Long-term planning requires governments to connect future-oriented analysis with present-day decisions. Participants will explore how foresight can inform national development strategies, sector plans, infrastructure programmes, public investments, fiscal planning, workforce strategies, digital transformation, climate adaptation, public-service design, and institutional reform. Particular emphasis will be placed on translating foresight findings into strategic choices, policy options, investment priorities, resilience measures, early-warning mechanisms, and adaptive implementation plans.
Data and technology are increasingly transforming the practice of foresight. Participants will examine how statistical data, administrative information, economic indicators, geospatial information, scientific research, technology intelligence, social trends, and predictive analytics can support future-oriented analysis. Emerging applications of artificial intelligence, machine-assisted horizon scanning, simulation, digital twins, large-scale trend analysis, and automated signal detection will also be explored, alongside important considerations involving uncertainty, bias, data quality, cybersecurity, privacy, responsible AI, and human judgment.
Strategic foresight is most valuable when embedded within institutional decision-making rather than treated as a one-time planning exercise. Participants will therefore examine how to establish foresight units, governance arrangements, scanning systems, strategic review cycles, scenario workshops, decision checkpoints, early-warning mechanisms, and organizational learning processes.
