Course Introduction

Government service design and citizen journey mapping provide practical approaches for understanding how people experience public services from their perspective rather than solely from the perspective of government departments and internal processes. Citizens often encounter multiple agencies, forms, websites, offices, eligibility requirements, and communication channels when attempting to accomplish a single task. This course equips public sector professionals with methods for identifying these challenges and redesigning services around real citizen needs.

Government services are frequently organized according to institutional mandates, budgets, policies, and administrative structures. While these arrangements support internal accountability, they can create fragmented experiences for citizens. Journey mapping helps professionals visualize the complete experience, including actions, questions, emotions, interactions, delays, barriers, and outcomes. Participants will learn how to identify critical moments in a service journey and determine where redesign can create the greatest improvements in accessibility, efficiency, satisfaction, and public value.
