Course Introduction

The Government Revenue Operations and Taxpayer Compliance Training Course provides a comprehensive framework for strengthening government revenue operations, improving taxpayer compliance, enhancing collection efficiency, and building responsive, accountable, and digitally enabled revenue institutions.

Effective revenue operations require the coordinated management of taxpayer registration, assessment, filing, payment, collection, reconciliation, compliance monitoring, audit, enforcement, debt recovery, taxpayer services, and revenue reporting. This programme examines these functions as an integrated operational system, enabling participants to identify weaknesses, improve workflows, strengthen controls, and achieve better revenue outcomes.

The course places particular emphasis on taxpayer compliance management. Participants will explore voluntary compliance, taxpayer segmentation, risk profiling, behavioural drivers, compliance interventions, audit selection, enforcement, arrears management, and revenue leakage. They will learn how to distinguish between deliberate non-compliance and compliance difficulties caused by complexity, limited understanding, administrative barriers, or inadequate service delivery.

Participants will also develop capabilities in revenue operations management, including collection planning, performance monitoring, transaction processing, reconciliation, cash management, operational controls, exception management, and revenue reporting. The programme demonstrates how operational data can be converted into management intelligence for identifying emerging risks and improving collection performance.

Modern taxpayer administration increasingly depends on digital systems. The course therefore examines e-registration, e-filing, electronic invoicing, digital payments, taxpayer portals, automated compliance checks, data matching, artificial intelligence, predictive analytics, and real-time revenue dashboards. Participants will also address cybersecurity, privacy, data quality, interoperability, algorithmic fairness, auditability, and responsible AI use.

By the end of the programme, participants will be able to manage government revenue operations more effectively, strengthen taxpayer compliance, improve collection performance, reduce revenue leakage, enhance taxpayer services, and use data and technology to support evidence-based revenue administration.
