Course Introduction

Government revenue leakage can significantly weaken domestic resource mobilization by allowing legally collectible revenues to remain uncollected, misallocated, delayed, or lost through administrative weaknesses, fraud, inefficiencies, system failures, and compliance gaps. Strengthening collection efficiency therefore requires governments to understand where revenue leakage occurs, why it happens, how it can be detected, and which operational interventions can prevent recurring losses while improving legitimate revenue collection.
