Course Introduction

Government programme effectiveness assessment provides a structured approach for determining whether public programmes are achieving their intended objectives and delivering meaningful results for citizens, institutions, and communities. Effectiveness assessment goes beyond measuring activities or expenditure by examining whether programme interventions are producing expected outputs and outcomes, reaching intended beneficiaries, responding to identified needs, and contributing to broader policy and development objectives.

This course provides a practical and comprehensive framework for assessing the effectiveness of government programmes across different sectors and institutional environments. Participants will learn how to define effectiveness, establish assessment criteria, develop assessment frameworks, analyze programme performance, examine causal pathways, assess implementation quality, identify performance gaps, and translate findings into practical management and policy decisions.

Government programmes frequently operate in complex environments where results are influenced by institutional capacity, resource availability, implementation quality, stakeholder behavior, economic conditions, other interventions, and external shocks. Participants will therefore examine how to distinguish programme performance from contextual influences and how to assess contribution to outcomes without overstating causal claims.

The programme addresses both quantitative and qualitative approaches to effectiveness assessment. Effective assessment must lead to action.
